In a bowl, whisk together flour, cocoa powder, baking soda, baking powder, and salt. Combine the flour mixture into the wet ingredients.
Beat the cookie dough on low speed until the ingredients are fully combined. Chill the dough for 15-20 minutes.
Preheat oven to 350°F. Line cookie sheets with parchment paper. Remove chilled dough from refrigerator and shape into round cookie dough balls. Place on baking sheet.
Bake the cookies for 8 to 10 minutes. Meanwhile, make the cream cheese frosting. Assemble the cookie sandwiches.
